Europe experienced widespread relief on Monday, as the tension sparked by the presentation of a new comprehensive peace framework for ending the war appeared – temporarily – to have been stabilised. A Washington representative spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its response: an extensive attack of rocket attacks on Kyiv.
The Pattern of Negotiation and Warfare
The succession of contrasting events captured the bleak nature of the recent timeframe. By day, political struggles are conducted: optimistic declarations are released from multiple capitals. Immense energy is expended on managing specific proposals. By night, Russian leadership clearly shows the world that, for them, conflict continues to be the key method for achieving "peace".
After-Dark Attacks
As military strikes unfolded into the early hours of Tuesday, the current condition of Ukraine's exposure was laid bare. Ukraine is capable of detecting rocket firings from enemy soil, a capacity provided through up-to-date information. From observation points, Ukrainian air force fighter jets that had been scrambled to counter approaching aerial threats roared overhead – sophisticated military planes delivered to Ukraine by European allies.
Soon thereafter, Kyiv's air-defence systems thundered: several firings deployed against a incoming threat. This was a modern interception technology at work, presumably supplied through partner states. Every launch jolts you unexpectedly, rattling buildings. The brief panic quickly transforms into sober acceptance: perhaps the incoming missile won't strike its target this time, preventing destruction from devastation and further power outages.
Ongoing Risks
Following this, a large-caliber weapon engaged a unmanned aircraft close by, part of a defensive team – most likely imported technology. Regrettably, the shots failed to hit the opposing UAV – it maintained course toward its destination.
With pauses, this persisted until dawn. Kyiv greeted the early updates: multiple fatalities, damage and infrastructure problems in multiple buildings as a result of the night's assault. As always, everyone still maintained normal activities – enduring hostilities. But those 24 hours encapsulated Ukraine's critical military reliance on Western support – a reliance that European nations are demonstrably unable to replace in the immediate future.
Unsuccessful Negotiations
The 28-point plan from US administration generated strong feelings, discussion and deep concern – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after earlier high-level meetings and international summits.
Every new proposal from Washington follows the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, effectively counters. They stabilise the situation but never actually secure success. This trend will, undoubtedly, continue.
Tactical Assessments
It is easy to blame particular leaders of repeatedly advocating Kremlin's demands. But that does not seem to be the complete picture. US administration functions according to a premise well known to international relations experts: you cannot secure via talks what you have failed to defend militarily. The American government presumes that it is unrealistic to pressure the Kremlin to relinquish the territory that it currently occupies in Ukraine's south or east.
The challenge is that while acknowledging this situation, Washington does nothing to prevent Kremlin actions, through diplomacy or military means, from believing that the situation will not shift further in its benefit in the months ahead.
Opposing Positions
Therefore, Moscow is convinced that time is on his side – that Ukraine and its supporters are nearing depletion. Their motivation to agree to terms that does not give them the maximum possible gain is close to zero. There may be multiple initiatives to end hostilities, but they will continue as long as Russia's leadership remains completely certain in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still hold out, slowly losing civilians and areas but preventing a total frontline collapse until circumstances change in its benefit.
Current Realities
Factually, there are no genuine requirements for a truce. Now, personal considerations are coming into play: personal goals to broker a ceasefire and achieve global acclaim, and the government's dual difficulties – on one hand, not to distance important partners, and on the other, to unite the population around the country's interests against any plan Kyiv finds unworkable, so that their focus does not switch to homefront challenges. And although their mission will now be significantly challenging after latest incidents, it remains very improbable that this will modify their basic position.
These two forces are guiding negotiations.
Conclusion and Outlook
It took a mere seven days to kill the 28 points of the most recent proposal. Assertive and inconsistent approach of the matter by Washington, resistance by Ukraine and the remaining European nations, along with soothing efforts of diplomats, and finally, current information leaks, all served their function.
While new proposals based on established approaches are imminent, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and reflect certain reluctance to modify developments, if they stand together and improve their protective measures at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the coming months, primarily depend on ongoing international assistance.
